The Chevy Volt for CA is special - it is rigged to give off zero emissions when it is using the gas engine to charge the batteries - don't ask me how.
They are $39,000 new - rebate brings them down to $30,000 - but the big deal is being able to use that special lane.
They are also a plug-in hybrid that if you drive less than 50 miles a day - you never need gasoline - they are 100% electric.

The irony of HOV use for the Volt is in how well-suited hybrids and EV's are for stop and go traffic!
